The Nortel patents auction saga took another twist Wednesday when Canadian Industry Minister Christian Paradis said that his government will hold an investigation into the sale to establish whether it complies with the terms of the Investment Canada Act.

Wednesday’s European Commission announcement on proposed changes to mobile roaming tariffs will effectively end the EU mobile roaming market as it stands today. According to Informa senior analyst Paul Lambert, the Commission’s proposed requirement that operators open their networks to other providers has “consigned to history the bi-lateral approach to striking roaming wholesale agreements which has been in place since the advent of GSM.”
Less than a week after the European Commission enforced regulations requiring mobile operators to further cut roaming tariffs within the EU, Commissioner Neelie Kroes has said Brussels will now move to end what she termed “roaming rip-offs.” Speaking at a press conference at the Commission headquarters on Wednesday, Kroes announced a “fundamental new approach” that would increase competition in the market and lower prices for consumers.

Enterprise mobility service vendor iPass has launched a zero-click mobile data offload plan it says will allow service providers to deliver wifi connectivity that functions like data roaming, automatically connecting users to preferred networks.
China’s dominance of the global optical fibre broadband market is set to continue beyond 2011, thanks to both the strength of its vendors and projected massive subscriber growth. A report from analyst Ovum predicts that FTTx subscriber numbers in China will reach 100 million by 2016, constituting over 50 per cent of the world’s subscribers.

LightSquared has announced that it has raised an additional $265m in additional funding, bringing the company’s total investment haul for the past year to more than $2.3bn. According to LightSquared, the capital was drawn from both existing as well as new investors; beyond that, it’s not naming names. The deal comes amid a period of turbulence for LIghtSquared, which is facing opposition from the GPS establishment over interference issues.

Chinese e-Commerce behemoth Alibaba is reported to be building its own mobile operating system for launch in the third quarter of this year. The OS is likely to be cloud-based – the group has had a dedicated “Alibaba Cloud Computing” unit since 2009, which is now reported to be working on the project.
